How Boko’s Govt. Plugged the Leak Inside the GPO Reforms That Are Saving Millions

When Ndaba Nkosinathi Gaolathe delivered the 2026 Budget Speech, he outlined a quiet but serious breakdown in Botswana’s public finances. The issue was not dramatic corruption, but systemic inefficiency, particularly within Government Purchase Orders (GPOs), which had become a major source of uncontrolled spending.

Between April and June 2025, ministries committed over P3.4 billion through GPOs, often without secured funding, creating cash flow strain and inflating supplier costs. In response, the Ministry of Finance centralised GPO issuance, requiring verified funding for all commitments.

The impact was immediate: monthly spending dropped from P1.14 billion to about P584 million, nearly halving procurement outflows without disrupting services. This shift enforced discipline, reduced waste, and improved prioritisation.

Combined with halted inefficient projects and protected maintenance budgets, the reform marks a decisive move from reactive spending to controlled fiscal management. Botswana’s recovery now hinges on sustaining this discipline.
